I thought it expired when my license expires in 2011, but I have some fellow drivers saying that I should have taken a background test to renew it already? Can anyone help?

You have to retake the Hazmat written test each time you renew your DL.
Only now you have to pay the TSA $100.00 to undergo an FBI background check and scan your fingerprints into their database, since the Patriot Act and 9/11.
The DMV will give you a temporary pass on your HM endorsement for about 90 days or so if you pass the written test.
If the TSA/FBI reports come back "dirty" for any reason you will not get your Hazmat endorsement and you will have to ask for a waiver to get clearance.
Just more damn hoops the government makes us jump through so we can all "feel" safe!
