have 7 years of OTR(1994-2001), but I last drove in December of 2001. Will anybody hire me without returning to driving school?

If you still have a valid CDL some local "mom &pop" outfit would probaly take you on,They might send you out with another driver for a trip or two.

Just get someone to say you recently drove for them. $100.00 should do the trick.
