A driver has worked the following hours.

Sunday 10-12 0.0
Monday 10-13 9.75
Tuesday 10-14 10.25
Wednesday 10-15 10.25
Thursday 10-16 9.75
Friday 10-17 9.5
Saturday 10-18 9.5
Sunday 10-19 0.0

Total hours 59.0

This driver is using the 60/7 day rule.

On Monday 10-20, will the driver have enough hours to complete an 8 hour shift?

If not, what would be the first day the driver will have 8 hours available to complete their shift?

By my calculations, the driver would not be able to work an 8 hour shift on 10-20.

It would not be until 10-21 that the driver would have enough time free under normal circumstances.

It depends on what time you stopped on Saturday. You can work 34 hours later with a restart, although it would be Monday evening.

Come Sunday nite @ midnite the driver would have 10.75 hours to work. You still have 1 hour left in the 60 and then you drop 9.75 @ midnite Sunday nite. thus giving you 10.75 to work Monday.

Is this an Hourly gig yet one has top Log as well??

If Hourly and one completed the week as of Saturday, one begins a new week as of Monday and the previous hours are of the previous week and do not count towards a new week, therefore one has 60 hours.
This logic is from the standpoint of using Loose Leaf for many years.
