Scanners on New York State overpasses?

When driving in N.Y.,everytime you pass under an overpass,look up and you'll see(in most cases) 2 white scanners mounted above the travel lanes. Just wondering if anyone has an idea what they are for or if Big Brother is clocking your location with EZ Pass.

Interstate 84 through Hartford CT also has many cameras on the East and West bound sides to monitor traffic. I think you will find this in most large city states.
