Driver Safety Measurement System

In a drivers meeting at my company there was a discussion about the Driver Safety Measurement System which is part of the Comprehensive Safety Analysis 2010. My boss explained it will contain information on the driver which includes employment, accidents, alcohol and drug abuse, and driving records. Wouldn't this be the government competing against DAC. Why use DAC then? Maybe I heard my boss wrong but it would be nice to put DAC out of business.
