if its a random i believe it gets put onto your DAC.. i have gotten a copy of my DAC some time ago, and on a seperate page it does mention drug testing and alcohol too...
in fact, right now i am viewing that page. it says on the top:
"DAC Services, Drug/Alcohol Disclosure....(then the date)"
below that, it lists the companies i had a drug screen. (pre-employment)
below that, it says, "to obtain drug/alcohol test information from the companies listed above, fax a DAC Drug/Alcohol release form to DAC"

now the companies that are listed on this DAC sheet, i did work for, and these were pre-employment tests, as i wasn't ever randomly tested....(with these companies)
so say for instance it was a positive test, then it would be on DAC file from the employer....
now however, if a pre-employment drug screen was a failure, they shouldn't hire the guy to begin with.....i don't know however if they would still "DAC" him since he filled out the application........but wan't subsequently hired.
so i would "surmise" that once employed, its on the DAC file...
if its random, its going to be on DAC file..
i think loss of license or suspension would be if he was under court ordered drug screening to maintain his probation...???
or, if he tested positive after an accident, and he was charged...??? (as a CDL driver, in a CDL vehicle)
but other than that, he shouldn't lose his license or face any fines if pre-employment, not even random.....but he will lose his job, and be "DAC'd"........
