From the Country that has an innumerable amount of Cameras for watching traffic (sure) and has eliminated Hand Guns, Rifles, Shotguns from personal ownership, they give you Energy Efficiency yet it's a mandate.

A few more lines from the article
:

The move will also cut carbon dioxide emissions as part of the European Union's wider climate change package.
I was unaware that sealed Bulbs emitted Carbon Dioxide.

At the moment, around 85 percent of household lights are considered to use too much electricity.

Removing the old-style light bulbs from the market also holds drawbacks for some consumers because of light sensitivity.

There are also concerns "about the risks to health from the high mercury content of the new bulbs," the group warned.
"Although the current threshold is set at 5 mg of mercury per bulb, the best available technology enables the bulb to work with only 1-2 mg."
Mercury in light bulbs, in food, and flu shots. It's so versatile.

Therefore, they argued, while the new bulbs may be more expensive "the differences in purchase price are evened out."
It is estimated that using energy-saving light bulbs instead of the old incandescent light bulbs could save an average household 166 euros off their annual electricity bill.
The government can then merely increase taxes to eliminate the savings for currently designed programs as yet to be released.

Such an idea will not work in the States simply because of all the Energy Police that would be needed for enforcement.
