The Manistee City Council had scheduled a special meeting at 5:30 p.m. Wednesday to consider action on an agreement with Seng Docking and Trucking that could eventually lead to moving the company's gravel piles from a Manistee Lake site near the city's downtown to a Manistee Lake site where a salt plant once operated.
