Nothing to subtle about this. We (corporations) can make more money if we get rid of those pesky Labour Laws.
If NAFTA has taught us anything it is that what the big guys want, squishes the little guys, hence the influx of illegals to the USA.
I remember the touting of "lifting up" the economies of Mexico to "our standards" for the average worker but of course it never happened. Not only didn't it happen but thanks to the lowering or in a lot of cases the elimination of tarriffs we now have workers Mexico and here at the mercy of the desperate of China and India.
In other words, who do you would benefit from the "free flow of Labour".

Bank of Canada Governor David Dodge says North America could one day embrace a euro-style single currency.
But to get there, Canada, the United States and Mexico must first tear down barriers to the free flow of labour, which he pointed out Monday have “gotten a bit thicker” in recent years.
