I have a trues question and I'm looking for a Honest answer.

This is my First Contract so this is my Question.
How comes the ballots are mailed out with NO way of knowing who is getting them and who is not.(membership)
Why wouldn't they be sent out Registered so that there is a way for them to see (local Union halls) what member got it and which ones didn't. In my case I had to call the Hall to have one sent to me.
Also is there a way we can change this way of Operation, either by going to a monthly meeting and making it a vote to be done this way?? After all I (we) do pay there wages and they work for us the last time I checked.
