A contractor won a pair of bids for work with the city of St. Louis, even though he was charged with bribing a city street inspector, underpaying his employees and cheating on state tax forms, the St. Louis Post-Dispatch reported Monday.Joseph Kuchar, 44, was indicted on federal corruption charges last month but continued to bid on city jobs. He was awarded two worth more than $4,300 combined.
