I think Glen Moore is the first APPROVED carrier. We had an instance in Chicago where the company was given a 10 day pass to use US Xpress to move freight to the west coast due to the flooding that disrupted rail traffic due to bridge washouts. USX has since disappeared.
You're right about the percentage growing during the life of the agreement. However, this must be traffic that is deferred from the rail.
When in doubt, get unit numbers and as much information as you can, and report any violations to the committee.
