The idea is that George W Bush could not pass this bailout by himself. He only gets to sign the legislation with all the pork that Congress had to add to bribe the worthless and spineless legislators. If this bailout was so bad why would the democrats push so hard and had to try twice to pass it.
The democrats had enough votes to pass it all by themselves, but did not want to take the heat all by themselves without a little bit of republican help.

I read where Obama was making a lot of phones calls to the Nays to get them to CHANGE their vote to yay or a yes.Time for a CHANGE.
