Not sure there's a whole lot of difference between the two definitions. Truth is, by virtue of their past conduct, most potential employers out there consider the Teamsters both asa "plague" AND and as an entity they "don't want to mess with". And who can blame them? After all, associating the word "Teamster" with a business enterprise doesn't exactly vouch for its economic health now, does it?
In any case, there's not a doubt in my mind that companies don't want to mess with the Teamsters and avoid them like the plague, which is why the Teamsters have lost close to half their members.....and, of course, a much higher percentage if the past "core" transportation industry segment is what's being talked about.
In any case, if being thought of as a "plague" and as entity that shouldn't be "messed" with is something that the Teamsters desired, then they got what they wanted....although just *WHY* they would want that status eludes me.
