Social security was going broke not because it is part of the General Fund, but because less and less people pay into it for each one taking out. It's a Ponzi Scheme. It's been a part of the General Fund since 1969 if I'm correct. That's about the time of the last truly balanced budget.
Also, until Carter every budget started at zero and each item had to be justified . Carter established Base Line Budgeting, where each year every program gets an increase. A Cut in that increase is now called a cut, even tho the program still gets more...
