No, it was deregulation. Deregulation is a conservative mantra, both conservative Republican and conservative Democrat. George W Bush even made the "Ownership Society" a political slogan: put people in houses they can't afford and "ownership" instict will magicly enable them to pay off loans their paychecks won't. It's voodoo economics, based on idealogy - not reality.
