Kentucky needs new bids to dig an exploratory tunnel as part of a plan to build new bridges over the Ohio River to Indiana after state transportation officials rejected the lowest price.The Transportation Cabinet in December dismissed bids of $19.5 million and $28.5 million for the exploratory tunnel, which a state engineer estimated at $14 million.
