A Wisconsin appeals court has reinstated a felony drug charge against a Minnesota man that resulted from a routine traffic stop.Justin Cameron of Duluth, Minnesota, is charged with one count of possession with intent to deliver a controlled substance. He was stopped for failing to dim his headlights in August 2006 in northwest Wisconsin and authorities say he had the painkiller Vicodin.
