State transportation officials say they're investigating how to improve their response to winter weather after an ice storm resulted in dozens of wrecks that caused hours of congestion on northern Virginia highways.The storms forced the closure Tuesday night of the Springfield Interchange -- a convergence site for interstates 95, 395 and 495.
