At their meeting this week, Henderson County commissioners expressed great concern over a growing feeling that NC-DOT will try and force LOCAL "county" governments to assume the costs and responsibility for our secondary roads system. The county commissioners passed a resolution, opposing such a concept. For many years, our secondary road system in North Carolina has been built and maintained by the STATE, paid for largely with GAS TAX revenues, placed in what's known as a "Highway Trust Fund." In recent years, however, both the governor and the legislature have taken money FROM that "Highway Trust Fund" to balance the state's budget and for other projects...causing a "drain" on revenues for road work. NC-DOT announced a year ago that most of their work from this point on...would be for maintenance ONLY, no funds are left for new construction.
