The Republican Leader of the Pennsylvania Senate says there is another way to raise the millions of dollars needed to repair Pennsylvania's deteriorating roads and bridges. Senate President Pro Tem Joe Scarnati says it may not be necessary to lease the Pennsylvania Turnpike to raise the millions of dollars needed for road and bridge repairs in this state. Scarnati says additional state borrowing and shifting tax dollars around makes more sense than either leasing the Turnpike or tolling Interstate Eighty.
The Jefferson County based Republican Senator says the key to his plan would be pulling more than five hundred million dollars a year out of the state's motor license fund to pay for transportation needs. That money is currently used to fund the Pennsylvania State Police. Senator Scarnati says the state police should be funded by the state's personal income tax. To cover this shift in funding for the state police, Scarnati says he would like to see the state issued more that 250 million dollars in state bonds. But its this additional borrowing by Harrisburg that concerns some other members of the Legislature including State Senator John Eichelberger.
Senator Eichelberger says that the transportation funding problems in Harrisburg will be a big part of the efforts to develop a new Pennsylvania Budget over the next month. That budget is due by July First.
