Republican leaders in the House of Delegates say they could easily fix the transportation funding problem if Governor Kaine would get out of the way. GOP delegates want to fix the two regional plans for northern Virginia and Hampton Roads that were ruled unconstitutional by the Virginia Supreme Court earlier this year. With gas prices at record highs, Salem Delegate Morgan Griffith says it's not the time to raise taxes and fees statewide.
