Governor Tim Kaine on Thursday plans to file a bill calling for new statewide fees and taxes for highways to help pay for the state’s transportation needs. Meantime, two legislative Republicans are pushing their party's new national agenda for opening America's coasts to oil and gas drilling into the state's transportation debate.
