Two Senate transportation funding bills that require raising the gas tax advanced in a subcommittee Tuesday, and a measure that would pump profits from offshore drilling into road needs was essentially killed on the second day of the General Assembly's special session. Meanwhile, a House committee approved using tolls to help pay for major projects in Hampton Roads.
