Republican lawmakers want to spend the summer debating transportation funding. But Democrats who control state government have no plans to do so, though Gov. Jon S. Corzine insists he's not taking the summer off. In fact, he often emphasizes how the federal government by Oct. 1 wants the state to come up with its share of money for a new Hudson River rail tunnel.
