Gov. M. Jodi Rell and state lawmakers imposed a hefty tax rate increase on gasoline wholesalers three years ago, the cost was passed on to consumers at the pump, and the new revenue was earmarked for an ambitious $2.3 billion transportation plan to help unclog highways and modernize aging transit systems. That increase has created a windfall for the state as its motorists pay the second-highest taxes on gasoline in the nation. But the transportation revitalization plan is jeopardized by skyrocketing construction costs and the diversion of dollars from fuel taxes to pay for other state budget needs, lawmakers and transportation advocates said.
