U.S. Rep. James Oberstar (D-Minn.), chair of the House Transportation and Infrastructure Committee, is pushing for inclusion of $15 billion in federal infrastructure spending under a second economic stimulus bill being considered by lawmakers. A measure, says Oberstar, could include "accelerating" pay-outs of $9.5 billion from the federal trust fund for road construction and maintenance. States would receive full funding for projects and then be given a few years to repay matching funds. Oberstar says that upwards of 2,600 road projects could be funded under the method through a second stimulus bill. The lawmaker is also recommending another $4.07 billion on other transit projects, $250 million for Amtrak, and $675 million for aviation projects.
