Here in the midwest we are told that the 10% shall apply to bid schedules, but also article 18, the last 2 paragraphs state that fill in and extra board shall be treated like 10%ers since they have no bid schedules effectively expanding the 10% rule. It is covered by the last sentance of one of the last 2 paragraphs in article 18.
