giving rep points

How do I give rep points to somebody if I like their post? Is this something anyone can do or just the moderators?

I was wondering about rep and what it was now I understand why mine is so low. I haven't been giving myself any points.

I have a question about reputation points...why is it that I have to wait 6 months b-4 I can give someone rep again, if that person deserves it, and I have given them rep in the last few months, I'm told I have to spread it around, some people post nearly all good informative posts and deserve lots of rep, if one thing could be changed I wish this would, being able to give someone reputation more often I mean, I know that you all don't want buddys to run each others rep up for the heck of it but its frustrating when someone does something really good and I can't acknowledge it because I gave them rep back when old mother hubbard was hot.
