I HOPE these Schools are using Loaded or LTL Loads at least instead of empties.
The School I attended in Goodlettsville, TN in '98 used somewhat loaded trailers for the road tests AND had all students (individually of course) stop on a rather steep incline (ascent) and start off again.
While we were driving Cab Overs, it made no difference when stopped and starting on hills.

Downshifting: INCREASE RPMs at least 300-400 before engaging the lower gear when Floating. At least 600 when jumping gears.
MOST Transmissions prefer anywhere from 1100-1600 for up and down shifting and the Transmission will let you know what range works best.
This advice/suggestion is for 6, 8, 9 (and Reverse 9), 10, Super 10, 13 speeds.
