The U.S. Department of Transportation intends to propose a rule that would change federal hours of service regulations for truck drivers. Nearly seven months to the day after DOT’s Federal Motor Carrier Safety Administration began soliciting feedback for a potential overhaul to hours regs, Transportation Secretary Elaine Chao took to a stage before a packed crowd at the Mid-America Trucking Show in Louisville to make the announcement.



At last year’s Mid-America Trucking Show, you told the Department what you wanted. You wanted flexibility in hours of service regulations. And we listened,” said Chao on Friday.

She said industry feedback on the ANPRM was instrumental to the DOT’s decision to proceed to the proposed rule stage. “We asked for your participation and you participated.”

Chao said she could not provide any specifics as to what’s in the rule or when it will be published. “I can’t say much while the rule is under consideration,” she said. “But let me note: The Department understands the strong interest in increasing flexibility and is giving it serious consideration.”
"Serious consideration" means what it means from those that have ZERO PHYSICAL EXPERIENCE in Truck Driving.

The federal CDL Drug and Alcohol Clearinghouse, which will be a database of truck drivers who have failed or refused a drug or alcohol test, takes effect in January 2020, and drivers intending to transition to new jobs or ensure a clean record within the Clearinghouse will need to register as users.

The Clearinghouse will record all drug test failures conducted for pre-employment screenings, random drug tests and post-crash tests, says DeLorenzo. Carriers will be required to submit failed tests to the Clearinghouse, and they’ll be required to query the database before hiring drivers to ensure they haven’t failed a drug test in the previous three years.
Such "recording" shall certainly inhibit hiring practices, or so it claims. There will still be "drivers" that slip through the cracks since it IS of a federal design.

I'm almost sure the already in play [ psp ] covers all failed drug tests along with violations. The link you posted is like a follow up to make sure they don't fall off the wagon and get lost

The problem is they need to differentiate between micromanaged delivery drivers who need lunch break and whatnot, and delivery date but otherwise free truck drivers.

The only rule the second group needs is a mandated 8 hour sleep period that doesn’t get pushed around too much, (starts no more than 4 hours earlier later than previous day) a 16 hour window in which work can be done, and 2.5 off duty hours in day whenever driver wants, plus automatic exemptions to 16 hour rule for delay at shippers/full truck stops. Get rid of the 30min break get rid of the 11 hour clock.

Note that if you take your 8 with your 2 hours off, it’s the same as a 10, you just need .5 hour break, so it’s same as now.

But unlike now, instead of sleeping on a shoulder bc you ran out of hours and sitting for 2 hours in the morning, you can grab 8 hours sleep, and head to truckstop in morning for shower, toilet and breakfast. Instead of sitting twiddling thumbs for 8 hour break, bc you bought sandwich at fuel stop, you can add that 15 off duty and recover the other 15 at you rest break that night.
