You are looking at the gaining terminal numbers left that can filled from the open pool bidding since the follow your work bid has been done and completed on 4/29/2013.
The losing terminal numbers I'm not sure of since they said everyone could bid.

one is the trminals loosing job (top) bottom is job opening those 460 can get. so a loss of 214 jobs.
