Well if that load was sealed when the trucker picked it up,this may be on the loaders.
However all my years as a city driver,whenever I hooked an over weight loaded trailer.
I surely could tell it was over when I raised the landing legs,& it was mashing my rear duals.

Weight was probably not the issue....a old trl + load not loaded properly causes this....I see this all the time...corrosion gets to the cross members of these old trls and they buckle.
