Some non-union employees COULD be getting a raise, under this plan.
If they got cut back in 2008, (20%) they could be getting 5% back, CORRECT?
if the combined (health,retirement & wages) of non-bargaining adds up to be more than 15%, they will get the excess back, CORRECT?
