there is nothing they would be more happy than having at least two of them on the dock..saving on all that OT. I hated dock work..it was overtime in hell
 
If that's the case why do they include the word "minimum" before the number 2? I don't understand how that can be translated into meaning zero. If this agreement was optional why would there be a set minimum?

The word minimum is used to describe a scenario where a terminal might only have enough active employees to justify 1 four hour casual by the formula, the minimum is there to allow them At least 2 four hour casuals.
