Was talking with a friend last night. He had two empty totes of corrosive liquid. Totes had placards. But weight was only 900 lbs. Did trailer need placards. Undee the 1000 lb rule but still a bulk container.

The BOL May have read, residue, last contained corrosive. If that was the case, yes he would need them placards. If they were purged clean, the BOL should read that way.
 
if the tote is placarded the trailer is too. Except if it's poison, and you have 2 pallets of food left to finish the load. then just load it, no placards.
Rule #2 is always load full totes side by side on the ass end. Especially hazmat. Holland has an exemption so they can make load average.

shouldn't dig dave's hat be placarded?..... i'm sure there is some sort of hazardous material under the hat
It needs placarding, only if it has more than a 15 percent lean off his head. Would then be placarded, Dangerous....
