I think you got it backwards. Government created a problem with regulation. Fixing it by deregulating fixed the problem by returning the industry to the free market system that make America the largest economy in the world.......if Carter didn't deregulate...

The Constitution gives the Federal government the power to regulate interstate commerce. Read the Federalist Papers. The writers of the Constitution recognized the necessity of the free movement of goods and services between states. States cannot impose tariffs or taxes on goods moving through their state. States cannot prohibit the transportation of goods through their state. it's a basic free market economy.
The government did not own the businesses..
But can do whatever it wants to sink accompany or give it contracts to profit or survive.
States should be able to regulate. If they're stuck with the loss of jobs and welfare bills....and loss of tax revenue.....then they should be able to defend themselves. State government should be obligated to their State over the federal government ...just like abortion......even though it's moral....it is also revenue.....which is probably a big part of why there is a lobby for it.
Loss of wages and standards as in deregullations and allowing foreign junk in which destroys jobs also devalues some localities properties at times.
If a state wants regulation...such as blue states might want....they should be allowed .and the interstate commerce crap should not be above the states desires.
