What the hell does that have to do with State Legislatures telling Senators how to vote, you need to live with todays constitution and not the one from 100 years ago.
You want a Federal takeover of elections. That is why you want the filibuster eliminated. Article 1 gives control of elections to State Legislators and no one else. So you want something Unconstitutional.
One thing you and Reich said was that filibusters are UnConstitutional. Article 1 Section 6: ‘Each House may determine the Rules of its Proceedings, punish its Members for disorderly Behaviour, and, with the Concurrence of two thirds, expel a Member’. Filibusters therfore, are Constitutional.

enforcing the protections of the Voting Rights Act to ensure that every eligible citizen has the right to vote.
