    Dear Mr. Soehl,

    Attached for formal filing are two Change of Operations under Article 8, Section 6 and
    Article 3, Section 7 of the National Master Freight Agreement. These Changes are being
    mailed to affected local unions on this same date, with a requested hearing date of
    February 25, 2020 and implementation no sooner than March 22, 2020.

    This Change request establishes:
     Three (3) Regional Velocity Centers at Newburgh, NY, Camp Hill, PA and
    Scranton, PA
     Provides for Eighty Six (86) Utility Employees originating from twelve (12)
    locations within one-hundred seventy-five (175) miles of their destination
    terminal.

    These Change of Operations do not modify any terminal’s assigned Pickup & Delivery area.
    Accordingly, there are no zip code transfers.

so now the big change is on hold. why, national emergency!! once again yrcw has excuse for failure, if it aint the weather its some dreamed up excuse, now national emergency!!! couldnt be cause they couldnt get the drivers to transfer in there bullshit pool bid, think 2 r going to out of 86 positions. couldnt be they couldnt hire 18 road drivers in boston, 3 dock guys were going to be trained for cdl,maybe. 5 were going to be hired , half of them failed the drug test. havent heard anything about any hiring in maspeth to be road drivers.two critical places where they are needed to make this fantasy come true. 52 differant plans were made before they decided on this change, taking numerous months of figuring by these yrcw geniuses. all this to make npme profitable again???when did npme start to become a non profit??? alls you need to say is faust and swankee!!! and went down hill from there with there load average bullshit( case you didnt know, ex yellow and even roadrunner management) every terminal is a breakbulk, so road drivers sit on there asses from 1am to 4-5 am waiting for freight instead of moveing freight, wasting the best time of night for getting freight in a next day delievry position...than turn them loose in rush hour traffic to try and get any where..they by pass deliverying terminal and than run freight back to the tune of 200 to 300 miles extra nightly and handle it 2,3 4 times more than it should be and that doesnt count the delivery touch!! hmmm , why isnt npme profitable any more???well since the down fall, its been yrc management at the helm.so instead of letting something not broke alone, and , hey rapeing our profits that way...there arrogance makes them have to show us(cause were to stupid at npme to know how to do next day and be profitabl) just how its done!!!and now we come to this change of ops. this once again will be npme's saving grace!!!except, guys all over have had enough and are just quiting. others have had enough and just retiring. forcing road drivers to the city to keep there job, but generlly makeing 20 to 25k less a year, yea, that makes me happy and ill work hard for you yrc!!! plus the road guys that just physically cant do the dock work any more, will just make this more of a cluster ****. lets face it, if im loseing 25k a year im going to make some of it up one way or another...human nature. and one last thing before i sign off, with the firing of 105 npme people from corperate, and selling the property, and now having all these back office synergys taking place in overland park, we should be walkiing in the tall cotton as they say, or is it because overland park aint all that efficient after all!!!
