It's my belief that a slower gun one which at least the second shot requires enough force and time to spin the barrel and cock the hammer will give them time to register that they already put a disabling bullet into the citizen who they plan to arrest..
It may not sound like much but I think it would make the difference.
And the training to keep shooting is flawed.
