Those guys in Central Dispatch walk on eggshells every day.. No one wants to make a call, because they're afraid they'll lose their jobs.... I don't know that I wouldn't have told you the same thing flyingby, considering....
I think it should be up to the driver; if he/she feels comfortable to drive then he should be able to. If he/she has an accident because of hazardous driving conditions, it'd be the driver's fault
