Nope, not the drivers fault. Overhead wires/cables are required by NEC to be a certain distance above a roadway. The utility company is at fault here if that clearance wasn't correct.

Yup! I did that in my city driving days! 14 foot minimum above ground. Not my fault and phone company had to fix truck.

That looks like more then snagging a cable!
Snagged the cable which pulled against the top of the pole which snapped it. No marks at all on the side of the trailer to indicate otherwise.
Our safety man would say, don't make out an accident report, damned wire should not have been there in the first place.
