Most of the major ltl companies have been doing this for years. I work at Roadway,
and we have several terminals in Mexico with direct service to and from Mexico.
Laredo is a "gateway" terminal. The freight still has to be loaded on to Mexican equipment and cross the border. The same thing is done with Canadian freight on the northern border.
