I believe you are 100% correct!
Once the roll out is said and done, there is no taking it back. This health care issue has been brewing for quite a long time, it's going to go up whether anyone likes it or not.
If the employee can't deal with it the only thing left to do is, Say the hell with this place and quit.

Zero contribution for health care insurance....those were the good ole days.
