Fill out a dvir with your reason for not pulling it, then tell dispatch you've deadlined the trailer and red tagged it. Amazing what people will do when there's a paper trail. When the shop realizes a trailer full of freight is going to miss service for a 20 minute tire change, and they'll have to explain that to the SCM...
