It seems as though most people who "congregate" on a sidewalk for no real reason don't have a clue about life anyway. And anyone dumb enough to stand close to a street/road probably can't read or write either. Maybe the nitwits think that "no congregating" mean no poopin' on the sidewalk. When I drove, people standing close to the curb always ticked me off because all it would take is a push or stumble and I would be involved in a mess because of their stupidity.
