Consider this! The new contract surreptitiously creates a second tier of lower-paid workers by creating a new top tier for “in-progression workers,” that is, those that are not yet at the top tier (hired after August 1). They will top out at the current top rate, which will not increase over the life of the contract. Thus a worker who reaches the top rate in 2023 will be paid $2.20 per hour less than workers who are currently at the top rate. Vote NO!

This is not new nor is it a second tier. UPSF employees in progression have never received anything other than the yearly raise inside the progression. once the employee reaches the fourth year in progression they will then be made whole with the final $2.20 that top rate guys would have already received. Your interpretation is Flawed and using the term "Two Tier Wage" is misleading and has zero truth to the notion. Try again
 
Hell , If you really wanted to make a good argument then you should get a majority of members to petition nation wide to end the 4 year progression in its entirety and implement the standard in Union freight contracts. 90% scale until probation is met then straight to full scale from then on. But be aware that this would cost you most of the hourly wage increase that the company would offer.
