I think this is a step in the right direction. UPS has a contractual obligation to it's retirees. The CSPF "orphans" shouldn't have to suffer any additional cuts to cover for the Kline-Miller UPS exemption to the MPRA of 2014.

UPS was arguing that Tier II participants should be cut to 110%. Their argument is that no Tier III (UPS) participants should suffer reductions until Tier I and Tier II were cut to 110%.
