Of course this will be done here in America but not in Mexico.I would even believe Canada would do this.

Yep,it's there.Got mine renewed in June/07.
I don't think it's got any thing to do with that.In North Carolina you're charged a fee for everything you do,have,or use.There was no extra fee.
