The language printed in the final decision pertaining to cdl qualifications is confusing. It seems to say that if you are following your work to a breakbulk on a pure dock bid,then you do not need a cdl. I was hoping Kinesaw Kid or r-14 can tell me if I am correct. We are supposed to bid FTW proxy by this monday and we are still left out in the dark about this situation.
